This is a statue of Man O War, I believe he is buried either underneath it or somewhere close, read on a plaque that he was moved to the Kentucky Horse Park in the 70's. Anyway, I love these kinds of things, it's a beautiful memorial.

Cincinnati, Ohio is on the other side of the river, we're not big city people so that's why there's only a picture! Couldn't tell you what there is to actually do over there! :D
